  TIPO Announces Ex Officio Telephone Notifications for Amendments
  On 22 June 2010 TIPO launched a new program, "Ex officio Telephone Notifications for Amendments". The program went into effect on 10 June 2010 and is intended to provide applicants with greater flexibility in when amendments to claims or specifications may be filed. Now, if an invention application is in the examination or reexamination stage, an applicant may submit a request to file amendments. Previously amendments could only be made within 15 months of initial filing or only in response to an office action. Further details can be found here (Chinese).

  Amendments to Patent Examination Guidelines in Effect
  After two public hearings and revisions, TIPO has announced the proposed amendments to Chapter One of the Patent Examination Guidelines will go into effect on 22 July 2010. The amendments touch upon procurement of filing date, invention and utility model patent artwork, refund of application fees, and more. The announcement can be found here (Chinese).

  Draft Strategic Plan for 2010-2015 Released
  The USPTO has released their draft strategic plan for the next five years and now seeks comments. The plan maintains themes of improving patent quality and timeliness and involves substantial review and changes to the USPTO’s work procedures and systems. Other major goals include providing domestic and global leadership to improve IP policy, protection and enforcement worldwide. Download the draft here (English).
